Open Question: Motion sensor light not working properly?

I just installed a motion sensor switch in my kitchen, controlling two ceilign lights. Problem is, it's not working properly. The motion sensor works as it should turning light ON, but instead of turning OFF completely, one of the lights it is supposed to control starts flashing. One turns off, one keeps flashing. What gives? An no, it is NOT a light sensor, it is a motion sensor, so the light isn't turning it on/off. As a test, I cut power to the light that was blinking. As soon as I did, the OTHER light started blinking just like the first one did.
