Open Question: Shower leak question(its not the shower head). Is it possible for the main (hot/cold) valve to go bad?

I have a Delta "hand shower" shower-head (the kind with a hose). A few months back I started hearing a drip..drip..drip at night. The drip is coming from where the hose attaches to the goose-pipe. I just replaced the shower-head, thinking the washer or hose fitting went bad, and the drip still persists. While the shower-head was off, I noticed the goose-pipe (even with the water turned at the hot/cold valve) still dripped water. Is it possible for the hot/cold water on/off valve to go bad? If its not the shower head, isn't it logical to follow the water pipe down to the next potential problem? Anyone else experience this?

Open Question: Garbage disposal leaking?

Ok i've done some heavy research.. my garbage disposal is leaking..its is 100% leaking within the unit its self and draining out of the bottom housing of the unit.. I live in an apt and they are just going to make me pay for it..which is going to probably cost me more than actually just replacing it myself.. why does this happen within the unit? Is the flywheel supposed to have tons of holes to drain? If so mine is so old and there isnt any..When I turn the flywheel it some times drains fine and doesnt leak very much... but now its just leaking all the time.. any other suggestions?
