Open Question: Is this the best way to make a cat door for my window?

I want to get a thick board and a small interior cat door (I'm going for CHEAP!). Cut out what I need and install the door in the board, then put in the open window so only the door is the opening. I'm also going to get another of the same door to put in the door to the room so we can keep the door shut. We don't use the room and the window is covered by a large bush, so pretty isn't necessary. Is there a better way to do this or cheaper? How can I secure the board to the window frame without ruining it? I know I could caulk it but I'm afraid what would happen if we ever wanted to remove it. For the record, this will be a huge improvement over what my grandmother has been doing for years. She uses a shoebox top and an insulated envelope as the cat door (which the cats just push to the side or out the window to get by) and for the rest of the window she uses a screen covered with plastic to keep the weather out (doesn't keep the cold out!). I don't want to buy a proper window cat door unless it's under $30 and I have yet to find one cheaper than $65.

Open Question: Electric Outlet Got Blown, Can I Fix it Myself?

Its an outdoor electric outlet. I pluged in an electric smoker with a 1500 Watt element and was not thinking and plugged a fan in the same outlet. Everything on that wall electrice wise is working except for the outlet. Any suggestions on what I can do, or do i need to call an electrician! Thank you! Jeff

Open Question: When I flush my downstairs toilet, the sink makes a gargling noise like it's gasping for air. Any ideas why?

I opened up the back and found a large vertical pipe, covered with a polystyrene cap, and then a plastic one. Only when I remove both the polystyrene cap and the plastic cap does the gargling stop. Should this happen?
