Open Question: Could A Circuit Breaker Be Bad Even Though It's In The "ON" Position?

LAST YEAR: Had a breaker fail last year. It was in the OFF position and would not return to the ON position so I knew it was bad, switched it out and fixed the problem. TODAY: Woke up today and the power is partially out in my basement. I checked the breakers and none are in the OFF position. I switched everything to OFF then back to ON and the power is still out in that zone. QUESTION: Can a circuit breaker be bad even though it stays in the ON position? If so, should I buy a new breaker and swap it into the old breaker slots one-by-one until I find out which one is bad. Or is the fact that all the breakers stay ON telling me that it's not a bad breaker and it's something other than a circuit breaker?
