Open Question: What is the easiest/cheapest light setup and kind of light you need for starting your garden indoors?

I want to start my garden early indoors to get a head start on planting season. This is the first year I will be planting in my backyard : ) I also want to start an indoor herb garden so that I can have fresh herbs year-round. I have a good 3-tier shelf to use but I am not sure what kind of lights and light fixtures to buy and attach to it for best results - and without spending a ton of money. thks!

Open Question: Inside my walls got wet and mold grew. Some of the yellow paperback insulation still has black patches on it.?

Do I need to remove every piece of black in the yellow fiberglass insulation? I assume that is also mold right? Will yellow fiberglass insulation get black if it just gets wet and does not grow mold?
