Open Question: I need some help with a leaky toilet.?

So my toilet is obviously leaking water into the bowl. I can see it leaking. Do I still have to do a dye test by putting dye in the back tank and let it leak? Another question, I look in the back tank to see what needs fixed. I don't have a "normal" flushing system apparently. My flushing system consists of an arm that goes from the flush handle to the overflow drain tube. The arm lifts up the overflow drain tube and that's how it flushes. It doesn't have your typical chain going to a ball valve or whatever in the bottom of the tank. Now, there is a piece underneath the overflow tube that looks to be sealed to the tank and it won't move. It doesn't lift or anything when flushed. I can't find this system online anywhere as to how to fix this leak. Can anyone help? It looks like another hole would have to be drilled. One for the overflow tube and one for the valve in the bottom of the tank. I would probably have to just replace the toilet in that instance. Again, there is no chain or flapper valve. It's not that type of system. It flushes by lifting the overflow tube. Not a flapper valve. It looks like there is no gasket on the bottom of the overflow tube. The gasket is on the part that is sealed/afixed to the tank itself.
