Open Question: How do I shut off water at curb?

Finishing the basement, want to redo some of the pumbing. I need to shut off water (as soon as it comes into house / before the main shut off in the basement). i.e. I want to shut it off at the curb. There is a round cast iron cover on it with half round knoby looking thing on top of it. So far I can't even get the cover off, so can anyone help there? This hosue was built about 5 years ago. Help, water dept is closed on weekends and this is holding me up.

Open Question: My fireplace has been blocked with concrete, how do i remove it?

I don't want a working fireplace, only an ornamental one. I want an all in one (frame and insert) cast iron victorian fireplace, any other type isnt an option. When i tapped the wall it didn't thunk as loudly, so i assumed it had been bricked up, and i could simply remove some of the bricks and slot the back of my fireplace in neatly. But after removing the plaster, I am faced with concrete. which i imagine is going to be hard to remove. Any advice would be gratefully appreciated.

Open Question: Can I eat off of a painted ceramic plate?

I recently bought enamel paint for painting plates. The paint says "do not eat directly from painted plate". Is there anything I can put over the painted plate (after I've baked it in the oven or before) to make it safe to eat off of?? Thank you!

Open Question: My wood floors had tar-paper like thing on them when we pulled off the vinal tiles. How do I get this off?

Our home was built in 1919 and when we pulled up the carpet in the dining room there was vinal tiles. When we pulled those up there was a tar paper like substance stuck to the wood floors. It is very difficult to get off, we tried sanding and used up more sand paper than I care to admit, I tried scraping it off, but because it is stuck like thick tar I ended up marring the floor. Any thing else I can try?

Open Question: Massive! Bleach Stain In Carpet (picture)?

Okay .. Wow. My 2 Year Old managed to open a Clorox Bleach container and spill it on the carpet.(i don't know where they come up these child proof caps because they don't work) Well anyways. And he happens to do this before we move out of the apartment. "IF" possible...without paying a fortune...can I get these stains out. We are already paying $1400 to break contract because we are getting a house. So money is an issue. We haven't told the apartment yet about it, to see if the deposit's will pay for it. But I just want to see what I can do before, just in case if it more. I have heard of Carpet Stains...where do you get them?...how much do they cost?
